Article-2:
Goals and Objectives: To eliminate social discrimination and build a state with equal rights and self-respect in society. To help those who are victims of violence and hatred in society to establish a safe life. To form public opinion and act as a ‘pressure group’ for the desired reforms of women’s rights, child rights, LGBTIQ and transgender people, and to play the role of an observer and ‘vigilant watchman’ of the desired changes in all these areas. To make citizens aware, active, vocal and organized to ensure the protection of rights, human rights, equality, fairness, transparency and accountability, as well as the practice of humanity at all levels of society.
Article-3:
Principles of organization management: The principles of Equal Rights Bangladesh shall be neutrality, unity, honesty, transparency, equality and non-communalism.
Article-4:
Membership: Any adult person who is honest, idealistic, thoughtful and dedicated to the welfare of the society can become a member of “Equal Rights”. However, a person who is a defaulter, tax defaulter, bill defaulter, owner of black money, convicted in a criminal case, or a person with communal sentiments cannot become a member of Equal Rights. Members will have to pay a fixed annual/monthly membership fee to run the activities of ‘Equal Rights Bangladesh’. Everyone associated with ‘Equal Rights Bangladesh’ will be a volunteer.
Article-5
Lifetime Member: Any person who is qualified for the membership of Equal Rights can apply for lifetime membership in exchange for a one-time fee of 10,000.00 (ten thousand) taka. If the application is accepted, the applicant will be considered a ‘lifetime member’ of Equal Rights.
Article-6:
Organizational Structure: The organizational committee of Equal Rights will be managed by the National Committee. Then there will be a Central Committee, which will work at the district and upazila levels. If necessary, each level committee can nominate advisors or form an advisory council.
Any social or voluntary organization that believes in the principles and ideals of Equal Rights can work as an associate organization of Equal Rights.
Article-7:
National Committee: The National Committee will be the highest organizational structure of the organization. The basic policy-making decisions of the organization will be taken in this committee.
Article-8:
Central Executive Committee: The Central Executive Committee and the National Committee will play the main initiative role and responsibilities for the overall management of the organization, including the day-to-day activities. This committee will provide necessary guidelines, including determining strategies and programs for the management of the organization in light of the basic principles of the organization. The term of this committee will be 2 years.
Article-9:
Responsibilities of members: The President shall be the head of the organization and the General Secretary shall be the executive head. The Treasurer shall be responsible for all the responsibilities of managing the funds, including maintaining financial accounts and documents. The members shall provide all-round cooperation to all concerned in conducting organizational activities.
Article-10:
Cancellation/expulsion of membership and dissolution of committees: Each level committee may, in accordance with local realities, grant membership to any person and may cancel their membership for activities that are against the principles and ideals of Equal Rights. Similarly, the central committee and other level committees may, subject to evidence, dissolve any subordinate committee for activities that are against the principles and ideals of Equal Rights.
Article-11:
Convocation of meetings: The meeting of the national committee shall be held at least once a year and the meeting of the central executive committee shall be held at least four times a year. The National Committee meeting shall be considered as the annual general meeting, where the annual income and expenditure account, including the evaluation of the organization’s activities and the formulation of future plans, shall be presented and approved.
Article-12:
Quorum at the meeting: The presence of one-fifth of the members at the National Committee meeting and one-third of the members at all other levels of the Central Executive Committee shall constitute a quorum. The decisions of any meeting shall be taken with the consent of the majority.
Article-13:
Funds: The fund of ‘Equal Rights Bangladesh’ shall be formed through membership admission fees, membership fees, voluntary donations and donations provided by any affiliated organization. In addition, a trust fund may be formed to keep the activities going.
Article-14:
Membership Fee/Admission Fee: Each member shall pay the annual/monthly membership fee along with the membership admission fee at the prescribed rate. The membership admission fee shall be Tk. 1000.00. The annual/monthly membership fee shall be determined according to the level of the committee and taking into account the local context. This rate shall be determined by taking decisions in all the concerned committees.
Article-15:
Financial Management: There will be bank accounts at all levels concerned for managing funds. Bank accounts will be maintained under the joint name and signature of the committee president, secretary and treasurer. At the end of the year, each committee will present the income and expenditure account at the annual general meeting. The central committee will present the annual report including the audit report at the annual general meeting.
Article-16:
Miscellaneous: If any member of Equal Rights Bangladesh contests the election to the National Parliament or local government institution, he must resign from the organization before submitting the nomination papers. Otherwise, his membership will be suspended. If he has not received nomination from any political party during the election period, he can return to his position or join the organization after the election. However, in that case, a decision must be taken in favor of the meeting of the concerned committee.
Article-17:
Amendment and Explanation of Policies: These policies can be amended through discussion and approval in the national committee. If an explanation is needed about any section, the central executive committee will provide it.
